Affordable housing scheme on land off Y Garnedd, Llanfairpwll
Cadnant Planning Ltd has been commissioned by ClwydAlyn Housing Limited and DU Construction Limited to undertake a pre-application consultation (PAC) in respect of proposed development on land to the north of Y Garnedd, Llanfairpwll, LL61 5EX.
We give notice that ClwydAlyn Housing Limited and DU Construction Limited is intending to apply for full planning permission for the erection of 27 affordable dwellings, construction of internal access road, diversion of Public Right of Way, creation of a landscaping bund, erection of acoustic fence and associated works.
Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.
A public consultation event will be held at Llanfairpwll Memorial Hall, Ffordd Rhiannon, Llanfairpwllgwyngyll, LL61 5JB on Wednesday 17th January 2024 between 4pm and 7pm. Members of the team will be in attendance to discuss the proposals.

The proposal relates to an application for an affordable housing scheme of 27 residential dwellings on land to the north of Llanfairpwll. The application also seeks to create an associated access road, parking and landscaping together with the formation of a landscaping bund and acoustic fence and the diversion of a PRoW. All dwellings would be affordable.
This application is a resubmission of planning application FPL/2021/231 which was refused on 02 March 2023 on the basis that insufficient information had been provided in relation to proposed surface water drainage arrangements to demonstrate that the proposal would not have any detrimental effects or pose unacceptable risk to the water environment.
The proposals have now been amended and an agreement for an outfall for surface water to the nearby watercourse, at the south-west of the site has been reached, which will entail providing a connection across the neighbouring land owned by the Community Council with the discharge point from land owned by a private landowner. The surface water connection would entail a sewer requisition and Dŵr Cymru Welsh Water (DCWW) adoption of the proposed onsite surface water network.
There is clearly an identified need for smaller one- and two-bed social housing and two- and three-bed intermediate dwellings in Llanfairpwll which cannot be met within a reasonable timescale on land within the development boundary. Only three affordable units are expected to come forward on an allocated site within the development boundary however no planning application has been submitted for that site yet.
The site is considered to form a reasonable extension to the built up area of centre and there are no other more suitable sites on land outside but directly adjoining the development boundary which could come forward to meet this identified need for affordable dwellings in a reasonable timeframe.
The proposal would offer a mix of one-, two-, three- and four-bed dwellings and the proposed mix is supported by the Council’s Housing Strategy team.
The site’s proximity to the North Wales Expressway A55 corridor requires consideration of potential effects on the residential amenity of the occupiers of the proposed dwellings from a noise and air quality perspective.
The application is accompanied by a Noise Impact Assessment and an Air Quality Assessment both of which conclude that there would be no unacceptable effects to the residential amenity of the occupiers of the proposed dwellings from noise and air pollution.
