Cadnant Planning Ltd has been commissioned by Watkin Property Ventures Developments Limited to undertake a pre-application consultation (PAC) in respect of proposed development on Penrhos Heights, Queen’s Drive, Colwyn Bay.

 

We give notice that Watkin Property Ventures Developments Limited is intending to apply for full planning permission for a residential development as an alternative scheme to that approved under planning permission reference 0/46130 for phases 4 and 5 of the development, together with associated works, at Penrhos Heights, Colwyn Bay.

 

Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.

about this application

This proposal seeks to deliver an alternative scheme to that previously approved for phases 4 and 5 of the residential development known as Penrhos Heights, approved under planning permission reference 0/46130. Planning permission is in place for the erection of 35 dwellings across these two phases, an alternative scheme is being pursued due to viability issues with the original scheme. Discussions have been undertaken with the Local Planning Authority through the formal pre-application enquiry process, which has enabled the applicant to develop the scheme which is now being proposed.

 

The development would seek to retain and convert Queen’s Lodge into 11 no. apartments, whilst also delivering a mix of semi-detached and detached family dwellinghouses. The proposal would be conservation-led, preserving the long-term future of Queen’s Lodge, whilst delivering a high-quality residential scheme across the remainder of the site. The development would also include comprehensive landscaping works and creation of suitable drainage infrastructure.

 

The proposal would deliver the following mix of housing:

  • 11 x two-bedroom apartments;

  • 6 x three-bedroom, semi-detached dwellings; and

  • 12 x four- and five-bedroom detached dwellings.

 

The scheme would incorporate on-site provision of affordable housing, subject to viability.
