Proposed residential development at Blentarn, Cadnant Park, Conwy

Cadnant Planning Ltd has been commissioned by Stewart, Andrew, Alun and Chris Jones to undertake a pre-application consultation (PAC) in respect of proposed development at Blentarn, 34 Cadnant Park, Conwy, LL32 8PE.

 

We give notice that Stewart, Andrew, Alun and Chris Jones is intending to apply for full planning application for a revised residential scheme comprising the demolition of existing dwelling and the erection of ten open market dwellings and two affordable dwellings together with provision of improved vehicular access, internal access road, landscaping (including off-site biodiversity enhancement) and associated drainage provisions.

 

Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.

about this application

The proposal will seek full planning permission for an amended residential development scheme compared to that previously refused by planning application 0/52434.

 

The proposed development would comprise of the demolition of the existing dwelling on site and the erection of 12no. new units along with provision of improved vehicular access, internal access road, landscaping (including off-site biodiversity enhancements) and associated drainage provisions.

The proposed development has sought to reduce the number of dwellings from 13 to 12 to address the previous concerns relating to density and overdevelopment. The amended layout has removed the large 5bed property (previously plot 10) which allows greater space to accommodate a suitable sustainable drainage system as well as provision of greater on-site planting for additional screening and biodiversity enhancement purposes.  

The proposed development provides a good mix of houses consisting of the following;

·        1 x 4P2bed dwelling

·        1 x 5P3bed dwelling

·        1 x 6P3bed dwelling

·        2 x 6P3bed dwelling

·        3 x 6P3bed dwelling

·        4 x 8P4bed dwelling

 

Despite the reduction of one unit, the amended scheme is still seeking to provide for two affordable units on site, these being dwelling types A1 and A2 which will form a pair of semi-detached properties comprising a two bed and a three bed property.

 

The dwellings would form a cul-de-sac, with the dwellings themselves located in the middle of the site and the private garden areas facing out towards the boundaries. The adjacent small woodland area to the north of the site is proposed to be retained and enhanced by provision of additional planting. Additional planting and landscaping will also form part of the remainder of the scheme whilst off-site planting is also proposed to an area  west of the main site as a form of biodiversity enhancement.

 

A new internal access road is proposed to connect to the existing access which already serves the existing dwellings on site.

 

In terms of size and scale, the development will comprise of a mixture of two and three storey properties, consistent with the previous application. However, considering the refusal reasons raised in the previous application, the design of the properties have now been amended. The properties elevations have been simplified, with a reduced amount of glazing on the facing elevations.

The design of each house types are shown in the respective plans. In terms of appearance the properties will be finished in a mixture of materials to provide for different styles and appearance on site. The materials proposed include:

·        Roof: Natural slate or tile;

·        Walls: Render/ cladding

 

The proposed layout includes vehicle access directly off the internal road or via a private track leading onto the internal road. Each of the 3+ bed properties will have three parking space provisions within the plot whilst the two affordable units will have 2no parking spaces each. The layout also proposes the provision of a Suds feature on the north-eastern corner of the site to deal with surface water created from the site.
