Affordable housing conversion scheme at Plas Blodwel, Broad Street, Llandudno Junction
Cadnant Planning Ltd has been commissioned by North Wales Housing Association to undertake a pre-application consultation (PAC) in respect of proposed development on Plas Blodwel, Broad Street, Llandudno Junction.
We give notice that North Wales Housing Association is intending to apply for full planning permission for the change of use of offices (B1 use) to residential units (C3 use) along with associated works at Plas Blodwel, Broad Street, Llandudno Junction.
Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.
About the Application
Plas Blodwel is a Grade II Listed building which is owned and occupied by North Wales Housing Association, a Registered Social Landlord. The proposed development seeks to convert the building from offices to provide a mix of apartments – all as affordable units. The proposal would deliver a range of property types with a mix of tenures expected through the sensitive conversion of the historic building.
The scheme would be delivered by North Wales Housing Association and would create thirteen affordable housing units to meet the extraordinary housing need experienced in the local area. The units would comprise of one- and two-bedroom apartments, all of which would be completely self-contained, and would be expected to include both social rent housing and intermediate rent housing. The development would comprise of the following housing mix:
• 6 x Two-person One-bedroom (2P1B);
• 6 x Three-person Two-bedroom (3P2B); and
• 1 x Four-person Two-bedroom (4P2B).
Currently, the building is used by North Wales Housing Association as office space, however it has become outdated in terms of its facilities and functionality in recent years. As part of the ongoing growth of North Wales Housing Association, as one of the largest Registered Social Landlord’s in North Wales, they now seek to relocate to a larger, more modern office space which provides more suitable facilities for both staff and visitors. However, before they are able to relocate, they are seeking to ensure that the future of the building is secured, as continued office use is not believed to be viable in the current market based on evidence from professional estate agents. Therefore, they are seeking to convert the building into much-needed housing for local people, integrating modern, energy-efficient technologies, as to secure the long-term future of the building.
As part of the proposals, measures are proposed which would improve the energy performance of the building and subsequently reduce energy bills of any future tenants. These include installation of secondary glazing, PV panels to the rear of the building, internal wall/roof insulation (where appropriate) and creation of an efficient heating system. These elements have been balanced with efforts to ensure that the historic and heritage value of the building is preserved, and enhanced where possible.
Associated works are also proposed to provide suitable landscaping works, drainage infrastructure, and parking.
