Care home development at former Penrhos Polish Village, Pwllheli

Cadnant Planning Ltd has been commissioned by Cyngor Gwynedd to undertake a pre-application consultation (PAC) in respect of proposed development on the former Penrhos Polish Village, Penrhos, Pwllheli, LL53 7HN.

 

We give notice that Cyngor Gwynedd is intending to apply for full planning permission for the erection of a residential care home facility (C2 use class) together with associated works for access, parking, landscaping, drainage infrastructure and associated works.

 

Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.

Cyngor Gwynedd are seeking to erect a residential care home facility at the former Penrhos Polish Village site as part of the  redevelopment of the wider site. The proposed new care home seeks to replace a similar facility which was previously established at the site and closed in December 2020.

 

Penrhos Polish Village is undergoing a significant transformation to deliver 107 high-quality, energy efficient, affordable homes by ClwydAlyn Housing. Construction of the first phase is nearing completion, with works relating to the second and third phases to follow in the near future. Cyngor Gwynedd Council, in collaboration with ClwydAlyn Housing, is looking to redevelop the former Polish Village and create a modern, high-quality living environment and the care home facility is the final element of this redevelopment masterplan. ClwydAlyn Housing are delivering the residential scheme and Cyngor Gwynedd Council would deliver the proposed care home. It was initially intended for the care home facility to be included within the same application as the residential scheme, however, as the residential proposals were more advanced than the proposals for the care home, both schemes have progressed under separate applications, with approval already in place and works ongoing on site for the residential development. The development of a care home facility at the site has always formed part of the overall masterplan for the redevelopment of the site, and an area was set aside for the care home development as part of the planning application for the residential scheme.

 

The proposed development seeks to provide a new, innovative, purpose-built care facility in partnership between Cyngor Gwynedd, Betsi Cadwaladr University Health Board, and ClwydAlyn Housing Association. The care home forms part of the wider Penrhos integrated health and care campus and aligns with local and national policy priorities to rebalance the care market, support bilingual care delivery, and deliver high-quality, sustainable accommodation closer to home.

 

The proposed development would provide a high-quality, modern residential and nursing care home facility comprising 32 residential dementia beds and 24 nursing beds, of which 8 will be nursing dementia beds, designed to modern regulatory standards, including full en-suite provision and dementia friendly features. The facility will also feature space for additional services and amenities, including a residents lounge, restaurant, therapy rooms, office and meeting spaces, hair salons, and other appropriate utilities and service spaces. The facility will also have an open internal courtyard area, along with a covered walkway connecting to the adjoining apartment block.

 

In addition to the above, the proposal includes associated works for access, an emergency/ambulance drop off area, parking with provision for disabled spaces and EV charging bays, plant facilities, a comprehensive landscaping scheme including tree planting and native vegetation, and drainage infrastructure to include sustainable drainage systems.
