Affordable Housing Scheme on land adjacent to Maes y Llan, Dwygyfylchi
Cadnant Planning Ltd has been commissioned by Cartrefi Conwy to undertake a pre-application consultation (PAC) in respect of proposed development on land adjacent to Maes y Llan, Dwygyfylchi.
We give notice that Cartrefi Conwy is intending to apply for full planning permission for the erection of 12 affordable dwellings, new access and internal road, associated drainage and landscaping works and other associated works.

Prior to formal submission to the Local Planning Authority and in accordance with the requirements set out in Part 1A of the Town & Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, the proposal will be subject to pre-application consultation.
​
A public consultation event will be held at Penmaenmawr Golf Club, Pavillion, Conwy Old Road, Penmaenmawr LL34 6RD on 2nd October 2025, from 2pm to 6:30 pm.
About this application
The application site lies along the Ysguborwen Rd to the south, to the north is the North Wales Express Way A55, to the east Maes y Llan and Ffynnon Wen to the west.
The proposal by Cartrefi Conwy is for a scheme of 100% affordable housing in Dwygyfylchi, Conwy. The application site is located within the development boundary of Dwygyfylchi, recognised as a Main Village within the Local Development Plan, and the site is allocated for the development of up to 15 dwellings.

The proposal aims to deliver a well-balanced mix of housing types that address identified local needs. The proposed housing mix is as follows:

6 x 1 Bed Apartment;

2 x 2 Bed House;

1 x 2 Bed Bungalow; and

3 X 3 Bed House.

Access to the site would be provided from Ysguborwen Road, with a new site access to be created along with an internal road and turning head. This site access point would provide vehicular and pedestrian access, and it is recognised that a footpath connection could potentially be provided to the north of the site.
​
Each dwelling would be accompanied by designated parking provision, a garden area, bin collection areas and have convenient access to numerous areas of amenity and green spaces within the site, including in the northern corner of the site containing a SuDS basin and a tiered grass seating embankment.
​
The existing substation within the site would be retained and the bus stop at the site entrance relocated to the east of the site entrance, remaining along Ysguborwen Road.
